Dear Secretary Atienza,
In the face of the press release by the Center for Reproductive Rights (ReproCen) and Likhaan that they are readying a legal suit against you in connection with the implementation of Executive Order 003 in 2000, we reiterate our full support of your stand to make Manila a city committed to the protection of the life of the mother and her unborn child as embodied in the Philippine Constitution. Indeed, the issuance and implementation of EO 003 is not only within the bounds of your power as Manila Mayor in accordance with the Constitution and the Local Government Code but also, and more importantly, a duty dictated upon you by natural law as a moral leader of your constituents.

We, at Pro-Life Philippines appreciate the spirit behind EO 003 for affording us the opportunity to reach out and provide psycho-spiritual counseling to hundreds of girls and women who seek medical help in Manila government hospitals for complications due to abortion. To date, our Pro-Life volunteer continues to work with them at the Ospital Ng Sampalok, journeying with them in their inner healing from traumatic experience and giving them guidance on human sexuality and fertility, marriage and family life.
We commend you for emphasizing poverty alleviation programs in your city such as livelihood training and micro- financing, housing, education assistance, feeding and day care centers. We believe these projects have been more relevant to the needs of our poor people instead of contraceptive and sterilization programs that the more than twenty years of implementation before you took your office have not alleviated poverty.
It has been said that all that is necessary for evil to triumph is for good men to do nothing. In this light, we honor you for doing your utmost in not allowing the evil of abortion and artificial contraception to triumph by your firm decision to implement EO 003 and we pray that the succeeding mayors continue to implement it. Please be assured of our constant support.
