Four Anti-life Bills Transferred to Committee on Women

As we begin the year 2005, we wonder what is in store for us Pro-lifers when Congress resumes session in a few weeks. We may feel confident that the Arroyo government continues to profess that she is Pro-life but laws are made in Congress not in Malacañang.


Present headcount of Congressmen shows that population control proponents outnumbers pro-lifers (excluding the undecided). Their efforts to corner the strategic committees to further their agenda of intensifying population control in the country, include the Committee on Women chaired by Hon. Josefina Joson, 1st District of Nueva Ecija.

Now they are dead serious in surpassing their achievement in the 12th Congress having suceeded to pass HB 4110 in the Committee of Health level. You will remember, it was only last Congress. This anti-life bill passed the committee level and was shot-down because congress session ended to give way to election campaign.

This time they are working double-time to avoid the same fate. This early they are already manipulating to skirt the legislative hurdles that will slowdown their legislative objective. Last November 17, 2004 they moved to transfer four anti-life bills to the Committee on Women chaired by Rep. Joson, a well-known proponent of population control.

HB 16, that infamous bill by Congressman Edcel Lagman was transferred from Committee on Government Reorganization to Committee on Women. Same with HB 2029 and 2042 from Committee on Health chaired by a pro-life Congressman Yapha to Committee on Women. HB 2550 was also transferred from Population and Family Relations to Women.

Transferring these bills to a committee chaired by a disciple of population control means that it will be easier for them to fast track the deliberations and possibly excluding us in the committee hearings.

This scenario is not farfetched. Because this is the only reason why they maneuvered to have the bills primarily referred to the Committee on Women. Imagine four (4) out of seven (7) population control bills in one committee and chaired by a pro-population legislator. Isn’t that an overkill?
